Channel 12 Claims It Obtained 12 Main Clauses of Reported Iran-U.S. Memorandum as Vance Says Text Has Not Been Released
Vice President JD Vance said the United States has not released the text of its memorandum of understanding with Iran because officials are carefully sequencing the diplomatic process. At the same time, Israel's Channel 12 claimed it obtained the agreement's 12 main clauses, outlining reported provisions on Iran's nuclear program, sanctions, Lebanon, the Strait of Hormuz, and a possible final agreement.
Vice President JD Vance said the United States has not publicly released the text of its memorandum of understanding with Iran, explaining that officials are trying to "sequence this in the right way."
"There are some delicate diplomatic things going on where the Iranians, and not just the Iranians, but some of our mediators — the Pakistanis and the Qataris — have asked us to sequence this in the right way," Vance said during an interview with Megyn Kelly.
Despite that statement, Israel's Channel 12 claimed it obtained the 12 main clauses of the reported memorandum of understanding between Washington and Tehran. If accurate, the reported framework would address military activity, Iran's nuclear program, sanctions, shipping through the Strait of Hormuz, and the next phase of negotiations.
Reported Main Clauses
Iran, the United States, and their allies would stop hostilities, including in Lebanon.
Iran reaffirmed its commitment not to develop or acquire nuclear weapons.
The United States and Iran committed to resolving the issue of removing Iran's enriched uranium stockpile.
The United States and Iran would discuss uranium enrichment and Iran's nuclear needs.
Iran would maintain the status quo of its nuclear program as long as negotiations continue.
The United States would lift the naval blockade, refrain from imposing new sanctions, and not reinforce its forces in the region during negotiations on a final agreement.
Iran would make the necessary arrangements to ensure safe passage for commercial vessels through the Strait of Hormuz, free of charge, for 60 days.
The United States committed to making frozen Iranian assets available for use once the memorandum of understanding is implemented.
If a final agreement is reached, the United States would withdraw its forces within 30 days and cancel all sanctions on Iran.
Any final agreement would include a plan to establish a $300 billion fund for Iran's reconstruction.
Washington would grant Tehran temporary sanctions waivers allowing Iran to sell oil during the negotiations.
Negotiations would be held between Iran and Oman, with the participation of Gulf states, to define arrangements regarding shipping and maritime services.
Competing Narratives
The publication of the reported clauses comes as the United States has not officially released the memorandum. Vance indicated that the administration is withholding the document for diplomatic reasons while discussions continue with Iran and regional mediators.
As of now, the reported clauses published by Channel 12 have not been officially released by the U.S. government. The full contents and final status of any memorandum or future agreement remain unconfirmed.
